Many communities across the country grapple with how best to respond to prostitution. This publication provides an overview of the ideas behind the Midtown Community Court‘s STARS program, a prostitution diversion program in Midtown Manhattan that provides trafficked women links to counseling and other services in lieu of short stints in jail. Also highlighted are adaptations of prostitution diversion programs in Queens and the Bronx.
