This paper, developed by the Center’s Data Analytics and Applied Research team with support from Microsoft’s Justice and Community Safety Initiative, offers a data-driven framework to help prosecutor-led restorative justice diversion programs measure and demonstrate their impact.
Building on established prosecutorial measures, the advice in this guide incorporates metrics that reflect restorative justice principles such as community engagement, repair of harm, and fairness. Designed as both a conceptual guide and practical resource, the toolkit provides an overview of restorative justice principles, operationalizes relevant domains, and suggests programmatic data points and survey questions to support the intentional growth and evaluation of restorative programming.
